Territorial Council: a packed agenda
The next territorial council meeting will take place on 10 September from 9.00 am. Members of the public can follow the proceedings live on the Facebook page ‘Collectivité de Saint-Martin, Our News’. There are 17 items on the agenda, some of which are contentious and will no doubt spark lively debate.
The first part of the Territorial Council meeting will be devoted to the budget: allocation of the previous financial year’s surplus, write-off of irrecoverable debts and the corresponding provisions, provisions for 2026 to cover outstanding payments, adjustment of investment programmes and payment appropriations planned for 2026, the regularisation of certain expenses and the correction of accounting errors from previous financial years, and the Territorial Authority’s financial contribution to the 2026 budget of the Territorial Fire and Rescue Service (STIS 978).
At the end of the session, elected representatives will be required to vote on the supplementary budget. However, the issue of funding will remain on the agenda with the adoption of the framework for tax reform and the creation of an ad hoc committee. And in this period of budgetary constraints, the issue of allowances will also be addressed: reimbursement of travel, accommodation and meal expenses for members of the Economic, Social and Cultural Council of Saint Martin (CESC), as well as the regularisation of allowances paid to elected representatives sitting on the SEMSAMAR board of directors for their participation in committees and sub-committees.
The Beauperthuy estate is also on the agenda, including, amongst other matters, the acquisition by the Établissement Public Foncier Terres Caraïbes, on behalf of the Collectivité, of two plots of land in Sandy Ground, with a view to constructing public facilities (a car park and a cultural centre).
Elected representatives will also be asked to vote on a partnership agreement between the Collectivité and Semsamar concerning the inclusion of social integration clauses in public procurement contracts. Finally, the last four items concern Vice-Presidents Alain Richardson, Bernadette Davis, Dominique Démocrite Louisy and Michel Petit. The Collectivité is considering granting them functional protection, a mechanism that covers their legal defence and legal costs when they are implicated in matters relating to the performance of their duties.
