The Territorial Council at a glance

On 5 June, the Territorial Council’s agenda contained two items. A third item, concerning the provision of Community vehicles to elected representatives, was added at the request of the President, Louis Mussington. The urgency of this matter was questioned by the opposition.

Following the announcement on 3 June that Louis Mussington was to appear in court next October, many were expecting a reaction from the President of the Collectivité. He chose, however, not to comment directly on the matter, merely stating that he had “always been a man of integrity ”. The issue of official vehicles, which was the basis for one of the summonses—also involving four vice-presidents—finally came up for discussion through a motion added to the agenda. The elected representatives also examined several tax measures as well as a transitional scheme for housing improvement, whilst the debate on the budget, described as “insincere” by the opposition, was postponed until the session on 25 June.

Tax measures

In January 2026, the Collectivité began overhauling its tax system. As part of this, several measures were voted on at the last Territorial Council meeting. These include the exemption from transfer duties on real estate transferred free of charge, duties which apply when property is transferred by way of gift or inheritance. This measure will therefore ease the financial burden on families when transferring real estate.
To offset this abolition of inheritance tax, elected representatives have voted to introduce a tax targeting certain property sales. Transactions worth between €5 million and €10 million will be taxed at 15%, and those exceeding €10 million at 20%.
The report also plans to provide further assistance to low-income households in becoming homeowners. The text extends the reduced rate of 2% on transfer duties to certain first-time buyers for the purchase of a main residence, provided the property is retained for 10 years. 

Housing

The region is facing significant housing challenges. These include low new-build housing output, high rental pressure, a dilapidated private housing stock, vacancies and land-related difficulties. To address these issues, the Local Authority has voted to introduce a transitional scheme to improve housing. Scheduled to last for one year, this measure is intended to address the most urgent cases of substandard or dilapidated housing, pending the creation of a long-term scheme under the 2025–2030 Local Housing Programme. This programme notably provides for the construction of 1,800 new homes, including 810 social rental properties.
The grant approved for 2026 could reach €10,000 per home, subject to an initial budget of €300,000. It is primarily aimed at owner-occupiers in precarious or vulnerable situations, as well as homes requiring safety, health or compliance work. 

Vehicles

The third item added to the agenda at the chairman’s request concerned the provision of service vehicles to elected representatives. These vehicles must be reserved for travel related to the performance of their duties and may not be used as official vehicles, i.e. for private purposes. However, the text voted on 5 June provides for the possibility of home storage, presented as a practical convenience. The majority defended the measure as a means of legal clarification, whilst the opposition questioned the urgency of tabling this motion, arguing that it could have been examined at a future meeting to allow elected representatives time to familiarise themselves with it and debate it under better conditions.
